Development of Infrastruction in Krievu sala for Relocation of Port Activities Out of the City Center

In compliance with the Mandatory Regulations of the Riga City Council Nr.34 of 20.12.2005. “Regulations of Riga Territory Use and Construction within its Limits” the Freeport of Riga Authority has initiated development of the port territories that had not been previously used. One of the most important projects, launched by the Freeport of Riga Authority , is the infrastructure development project “Development of Infrastructure on Krievu Sala for the Transfer of Port Activities from the City Center”, that will be implemented in the northern part of the Krievu island. With the aim to implement the said project the Freeport of Riga Authority has submitted to the Ministry of Transport an application for the project “Development of New Port Territories on Krievu Sala” applying Cohesion Fund co-financing. The main project objective is transfer of general cargo, Ro-Ro and dry bulk cargo terminals of Riga port from Andrejosta and Eksportosta, that are located in the vicinity to the historical center of the city of Riga. The intention is to free the downtown area from cargo handling operations and relevant negative impact on the environment, at the same time enhancing the competitiveness of the port and creating business-friendly environment.

Planned activities in the framework of project implementation:

  1. Implement ground levelling activities to prepare for construction works (including land reclamation).
  2. Build hydro-structures – four berths (length- 205 m) by the River Daugava and three berths (length 180m) by Hapaka ditch.
  3. Widen and reconstruct the main shipping fairway.
  4. Build main engineering networks for installation of services (water, energy, sewerage lines, etc) for perspective terminal territories after territory preparation work.
  5. Construction of road and rail infrastructure to ensure function of perspective terminal territories.

Construction will be implemented in several phases.

Additional information

After construction design has been finalized the necessary preconditions for sustainable development of new port terminals and production territories are being created. In the northern part of the territory by the Hapaka ditch there will be general cargo, Ro-Ro and dry bulk cargo terminals, in the eastern part along the River Daugava there will be dry bulk cargo terminals. A new cargo freight station will be located in the central part of the territory and offices will be built in the south.

The Project „Development of Infrastructure on Krievu Sala for the Transfer of Port Activities from the City Center" is included into operational program of the Ministry of Transport “Infrastructure an Services " for 2007 – 2013 in the framework of “Big Scale Transport Infrastructure Improvement and Development " (KF). Operational program is approved by the Inter-ministerial Commission Meeting of 29.06.2006 and is submitted for approval to the Cabinet of Ministers in July.

The FPRA shall have to prepare project application in compliance with the Cohesion Fund guidelines to receive necessary Cohesion Fund co-financing for implementation of the project “Development of Infrastructure on Krievu Sala for the Transfer of Port Activities from the City Center ".

The Feasibility Study is being elaborated by the state company “Vides projekti”, while construction project is prepared by “Jūras projekts” Ltd.

The Freeport of Riga Authority has initiated a study with the aim to detect specially protected biotopes and species on Krievu Island and ensure alternative solutions to meet their demands. In summer of 2007 the Latvian University Agency “ Latvian University Biology Institute ( „Latvijas Universitātes Bioloģijas institūts”) has elaborated a study and special recommendations related to a long-term and short-term plan of protected bird species’ colony preservation on the Freeport’ s territory for 2008 – 2018.

On December 10, 2007, the Freeport of Riga Authority submitted an application related to planned activities on Krievu Island to the State Environment Bureau. On April 29, 2008 the State Environment Bureau has adopted a Resolution Nr.194 „On Application of the Environmental Impact Assessment procedure " in regards of Krievu Island infrastructure development project “Development of Infrastructure on Krievu Sala for the Transfer of Port Activities from the City Center ".

Environmental Impact Assessment

On May 15, 2008 a presentation of the Feasibility Study for the project “Development of Infrastructure on Krievu Sala for the Transfer of Port Activities from the City Center " took place at the Freeport of Riga Authority. The said presentation was prepared by the specialists of the state company “ Vides projekti" (represented by – O. Gerke, Project manager E. Konstantinova, Project assistant , G. Kristaps, Project Financial manager ) and JASPER (Joint Assistance in Supporting Project in European Regions ) consultants – M. Gaspard, R. Fenyoe, M. Kristi.

The following representatives of the Freeport of Riga Authority took part in the presentation : I. Vilāne , Strategic Planning and Project Management Department Project management unit manager , E.
